And to add to the confusion, it changes from day to day and even through the course of the day. And sometimes even solid swings in plastic ice have a tendency to pop off. Just the nature of it. You may wonder how on earth someone is supposed to do something productive with so many unknown variables (I call this engineers cripple: (n) the illusion of inability to proceed or decide without more data to resolve uncertainty). Well you just do, and it doesnt seem to bother ice climbers very much. But theres ample reason to suspect anyone whos willing and in fact seeking out the opportunity to venture out into the bitter cold to place themselves on sheer vertical surfaces for fun may in fact be insane. When we got to the cabin, it was a balmy 0F outside, and by early morning Ive been told it dropped as low as -8F. Looked like we were going to be in for quite a bit colder than the forecasted low of 18. But thankfully by the time we hiked up to the crag in Rumney, being in the sun warmed us up, and it turned out to be a nice day. Non-eligible Employees Under PF Employee whose ‘pay’ is more than Rs. 6,500 per month are not eligible. Apprentices as per certified standing orders or under Apprentices Act Casual employees. However, employees employed through contractors have also to be covered under PF. Employee to Become member of Fund Immediately on Joining Every employee employed in or in connection with work of a factory or establishment to which the Act applies is entitled and required to become member of Provident Fund, unless he is an disqualified employee. Co-Conspirators of John Wilkes Booth When Abraham Lincoln was assassinated, John Wilkes Booth was not acting alone. He had a number of conspirators, four of whom were hanged for their crimes a few months later.   In early 1864, a year before the Lincoln assassination, Booth had hatched a plot to kidnap Lincoln and hold him hostage. The plan was audacious, and hinged on seizing Lincoln while he rode in a carriage in Washington. The ultimate goal was apparently to hold Lincoln hostage and force the federal government to negotiate and end to the Civil War that would have left the Confederacy, and slavery, intact. Booths kidnapping plot was abandoned, no doubt because it had little chance to succeed. But Booth, in the planning stage, had enlisted several helpers. And in April 1865 some of them became involved in what became the Lincoln murder conspiracy. Booths Main Conspirators: David Herold: The conspirator who spent time on the run with Booth in the days following Lincolns murder, Herold had grown up in Washington, the son of a middle class family. His father worked as a clerk at the Washington Navy Yard, and Herold had nine siblings. His early life seemed ordinary for the time. Though often described as simple minded, Herold had studied to be a pharmacist for a time. So it seems he must have exhibited some intelligence. He spent much of his youth hunting in the woods surrounding Washington, experience which was helpful in the days when he and Booth were being hunted by Union cavalry in the woods of southern Maryland. In the hours following the shooting of Lincoln, Herold met up with Booth as he fled into southern Maryland. The two men spent nearly two weeks together, with Booth mostly hiding in the woods as Herold brought him food. Booth was also interested in seeing newspapers about his deed. The two men managed to cross the Potomac and reach Virginia, where they expected to find help. Instead, they were hunted down. Herold was with Booth when the tobacco barn where they were hiding was surrounded by cavalry troopers. Herold surrendered before Booth was shot. He was taken to Washington, imprisoned, and eventually tried and convicted. He was hanged, along with three other conspirators, on July 7, 1865. Lewis Powell: A former Confederate soldier who had been wounded and taken prisoner on the second day of the Battle of Gettysburg, Powell was given an important assignment by Booth. As Booth was killing Lincoln, Powell was to enter the home of William Seward, Lincolns secretary of state, and murder him. Powell failed in his mission, though he did severely wound Seward and also injure members of his family. For a few  days after the assassination, Powell hid in a wooded area of Washington. He eventually fell into the hands of detectives when he visited the boardinghouse owned by another conspirator, Mary Suratt. Powell was arrested, tried, convicted, and hanged on July 7, 1865. George Atzerodt: Booth assigned Atzerodt the task of murdering Andrew Johnson, Lincolns vice president. On the night of the assassination it seems Atzerodt did go to the Kirkwood House, where Johnson was living, but lost his nerve. In the days following the assassination Atzerodts loose talk brought him under suspicion, and he was arrested by cavalry troopers. When his own hotel room was searched, evidence implicating him in Booths plot was discovered. He was arrested, tried, and convicted, and hanged on July 7, 1865. Mary Suratt: The owner of a Washington boardinghouse, Suratt was a widow with connections in the pro-southern Maryland countryside. It was believed she was involved with Booths plot to kidnap Lincoln, and meetings of Booths conspirators had been held at her boardinghouse. She was arrested, tried, and convicted. She was hanged along with Herold, Powell, and Atzerodt on July 7, 1865. The execution of Mrs. Suratt was controversial, and not only because she was female. There seemed to be some doubt about her complicity in the conspiracy. Her son, John Suratt, was a known associate of Booth, but he was in hiding, so some members of the public felt she was essentially executed in his stead. John Suratt fled the United States but eventually was returned in captivity. He was put on trial, but acquitted. He lived until 1916.

In the "Letter from Birmingham Jail", Martin Luther King clarified that the demonstration that they were doing aimed to solicit attention in the achievement of proper negotiations with the merchants and other concerned parties (King). The demonstration is a courageous clamor for the concerned violators to face their victims, in a peaceful and diplomatic way. But in all these, he maintained his conviction that the real issue should be dealt by confronting it peacefully. Therefore, escaping will be in contrast to King's principles. This is also what Socrates has obvious believed as he finds it unrighteous to escape and settle in a safe but far place from Athens. For him, this is not virtuous (Plato). The second argument is that King does not in any way imply that he would resort to a way which is violent and in direct contrast to the law. Unlike demonstration, escaping is a clear violation to the law of the state. And this is not what King stands for. Martin Luther King Jr. saw the need to create tension so as to be liberated from the darkness of prejudice and racism and reach brotherhood and understanding, for the very reason of establishing the state and not to ruin it (King). Effect of Foreign Aid on Economic Growth in Developing Areas The Development Assistance Committee (DAC) of the Organization for Economic Cooperation and Development (OECD) defines foreign aid as financial flows, technical support, and goods that are intended to encourage economic growth and wellbeing. Foreign aid is generally linked with authorized development support which in turn is a division of the official development finance, and usually given to the poorest countries (World Bank, 1998) (TAB 1). Various debates about the usefulness of foreign aid dates back decades. Milton Friedman, Peter Bauer, and William Easterly are critics that have given tough reviews, ranging from the decreased impact aid has on government bureaucracies, propagated bad governments, enriched the selected few in poor countries, or wasted. They lay emphasis on extensive poverty in Africa and South Asia despite over thirty years of aid directed to these countries still having a devastating record, e.g. the Democratic Republic of the Congo, Guinea, and Somalia. In their opinion aid programs should be significantly transformed, considerably managed, or eradicated (PAPER 1). Other researchers oppose these arguments, although partly correct but over emphasised. Jeffrey Sachs, Joseph Stiglitz, Nicholas Stern and others have argued that even though aid has from time to time failed, it has reduced poverty and enhanced growth in some countries and discouraged worse outcome in other countries. They consider the weaknesses of aid to be linked with donors rather than receivers, and identified a couple of successful countries that have received significant aid such as Botswana, Indonesia, Korea, and, more recently, Tanzania and Mozambique, together with thriving ideas such as the Green Revolution, the crusade against river blindness, and the introduction of oral rehydration therapy (PAPER 1). Review by Papanek (1973) disagreed with the negative outcome of Griffin and Enos (1970) that by not adding capital flow to foreign aid and other inflows, a significantly positive aid coefficient can be achieved. In contrast, using a sample of 22 Less Developed Countries 1956-1968, Voivodas (1973) achieved an insignificant negative aid impact on growth. This early periods can be characterised with poor quality of data thereby causing ambiguity in their results(TAB 5). More recently, Knack (2000) debates that an increase in foreign aid increases corruption, rent-seeking and corrodes institutional quality thus having an adverse effect on growth. However, with better data, Dowling and Hiemenz (1983) used the pooled data for 13 Asian countries to test for impact of aid on growth and discovered a significantly positive relationship. In their research, they controlled for certain policy variables like government intervention and trade. While Levy (1988) considered Sub-Saharan Africa and also achieved a significantly positive correlation haven used a regression model with income per capita and aid as a ratio of GDP for 1968-1982(TAB 5). Using 41 countries 1986-1992, Hadjimichael et al. (1995) discovered a positive aid-growth relationship. More recently, Burnside and Dollar (1997) used a model with various policy variables and learnt that aid alone does not directly influence growth in LDCs but when policy variables interact with aid will have a significant impact on economic growth (World Bank, 1998) (TAB 1). The potential side effects of foreign aid as well as certain policy variables were captured in the above mentioned models thus making them slightly more sophisticated than previous research. These studies can be criticised in many ways. Boone (1996) disagrees with the positive aid-growth relationship, stating that aid has no effect on both investment and income growth in LDCs (tab 5). While Easterly, Levine and Roodman (2003) used a higher sample size to reanalyse Burnside and Dollars review, thereby finding that the coefficients of the result is not as significant(TAB 1). Similarly, the most mentioned criticism is the poorly defined growth model where researchers growth model may ignore certain economic activities that would have enabled a more sophisticated empirical growth model in which aid would be a reliable growth factor (TAB 5).
